Hello Robert,
Where exactly in the Philippines are you visiting? I have my car rented out but I'm in Cebu. In case, you will be traveling around Cebu, just let me know. :)

How exactly renting a car work over there ? I read a couple of articles and mostly , if you rent a car you need a driver with it ... they dont usually rent a car just like that to a foreigner , do i miss something here ?

The only time you will need an international drivers permit is if your country of origin permit is not in English. If your permit is in English? Then you are good to go!
If you are, like me, owner of a driver's license in another language. You need to get an International drivers License that is in English. Basically, having a valid drivers license with the information written in English is what is officially required. You will appreciate having required documentation if you get stopped for a traffic violation.
