contact the Embassy first. If you have D visa then usually the immigration would allow you to get out.

My application for Norway was already approved & I have already a ticket. My flight schedule was March 12,2020 and the day of entry is July 30,2020. Due to travel ban i was not able to go. Can I ask for an extension as to the date of my travel?

There's no visa extension and you have to reapply again.. I think it will be easier to get the next time as long as you show your unused visa and write a cover letter.

My visa is already expired last 14 of April, I didnt use my france visa due to pandemic corana Virus, it possible to consider to extend the visa?

What I suggest is you wait 7 days before your planned trip and see what will be the announcement.. everyday it's changing so we don't know what will happen next.

So far there is no official announcement yet from France on those with approved visas. But there's a huge probability that they'll close borders as they have more than 4,500 cases already. You can also check their news or this article as I'll update from time to time.
